Stephen E. Barron
Stephen E. Barron, 66, has lived in the Chicago area all of his life. He received a B.S. degree in Accounting from the University of Illinois in 1978 and is also a Certified Public Accountant. From 1978 through 1981, Mr. Barron served as an accountant specializing in real estate and related tax matters with the accounting firm of Altschuler, Melvoin and Glasser, where his major areas of concentration included tax sheltered investments and condominium conversions. Thereafter, Mr. Barron was employed by VMS Realty, Inc., a real estate investment firm that owns and operates a large portfolio of diversified real estate holdings including hotels, office buildings, apartment complexes and industrial parks.
Mr. Barron is a member of the Illinois Housing Council and a National Board of Director of the Tourette Association of America where he chairs the Audit Committee and serves on the Executive Committee.
Over the last thirty-five years Mr. Barron has been self-employed in the area of real estate investment, development and management and a principal of Barron Development LLC. Currently, Mr. Barron specializes in low, moderate and market rate housing for the frail elderly with a concentration on Supportive Living Facilities, (“SLF’s”) (Assisted Living Facilities licensed for both Medicaid and Private Pay residents). In this space Mr. Barron’s facilities include Heritage Woods of McHenry, Heritage Woods of Gurnee, Heritage Woods of Decatur and White Oaks Memory Care of McHenry (created to care for Alzheimer/Dementia residents). In process is the development of a 150 unit SLF in Deerfield, Illinois. Mr. Barron also owns and manages a Real Estate portfolio, which includes industrial, retail, conventional residential and commercial buildings throughout the State of Illinois.
Teri Mortel
Teri Mortel is a native of Chicago and has been the Chief Financial Officer for Barron Development LLC for the past eighteen years. As such, her overriding responsibility is to operate Barron Development’s “back office”. These responsibilities include, but are not limited to financial decisions, accounting and tax return administration, issues relative to compliance, document procurement and management and lease administration. Teri acts as liaison to various third parties: lenders, attorneys, tenants and management.
Ms. Mortel is a certified yoga instructor and a graduate of the French Pastry School in Chicago. In addition to these extracurricular activities, she is currently enjoying learning to play guitar at the Chicago School of Music.
Judd Barron
Judd Barron serves as a Development Associate at Barron Development LLC. Judd’s primary responsibilities include evaluating new development opportunities as well as performing due diligence and assisting in the asset management of Barron Development’s portfolio.

Judd began his career as an Investment Analyst at Marc Realty in 2016, a full service commercial real estate company that, in addition to owning and managing a portfolio of over 40 office buildings in the Chicago area, serves as a limited partner investor spanning all asset types. As an analyst, his duties involved performing financial and spreadsheet analysis for their Retail, Hotel, and Mobile Home Park properties. Subsequently, Judd took on a new role at Marc as a Leasing Agent, helping negotiate and execute over 140,000 square feet of office leases in the Northwest suburban market.

Judd graduated from The University of Michigan in 2016 with a degree in English Literature and a minor in Entrepreneurial Studies. Judd is a member of the Illinois Housing Council and is a licensed Real Estate Broker in the State of Illinois.
Mark B. Higginson
Mark B. Higginson is a Real Estate Professional with expertise in development, construction and management of property. He has been involved as an owner and developer of assisted living facilities, independent senior apartments, multifamily apartments and residential properties. Responsible for development and construction of multiple properties (assisted living, multifamily, commercial, residential), produced physical needs assessments and managed build-outs. Prepared operating proformas, completed due diligence, negotiated purchase contracts, developed operating budgets, and managed all business development activities. Mark has developed new construction and rehabbed over 2,500 units of multifamily and senior independent dwelling units (for sale and rental) in the last 15 years.
Mark was raised in the Beverly neighborhood of Chicago and graduated from Lawrence University, Appleton WI with a BA degree in Economics in 1989. He has been a licensed Real Estate Managing Broker since 1989. He is a member of the Chicago Area Association of Realtors, Institute of Real Estate Management, and the Village of Riverwoods Plan Commission and is involved with various charities including the Juvenile Diabetes Research Foundation (JDRF), Institute for Community Empowerment and the Coalition to Save our Mental Health Centers.
